SC clearance isn’t required across all security environments — but in certain sectors, it is a legal or contractual obligation, not an optional extra. The Legal Basis: HMG Security Policy Framework

The foundation for SC clearance requirements across UK government and public sector environments is the HMG Security Policy Framework (GovS 007). This mandatory framework applies to all government departments, their arm’s-length bodies, and any organisations handling government assets under contract.

Under GovS 007, any individual with regular, unsupervised access to SECRET-classified assets or areas must hold SC clearance as a minimum. Security officers are not exempt — in fact, they are often the most exposed personnel, given their physical access across all areas of a site.


Central Government Departments

This is the largest and most clearly defined demand sector. Departments including the Home Office, HMRC, DWP, Ministry of Justice, Cabinet Office, and Foreign Commonwealth and Development Office (FCDO) all operate premises that hold or process SECRET material. Security officers guarding those premises — whether on the front desk, at access control, or on patrol — require SC clearance as a contractual baseline. The same requirement applies to regional offices and any location where classified work is conducted, not just London headquarters.


Ministry of Defence and Military Sites

MOD establishments — including military bases, training facilities, logistics depots, and MOD headquarters — impose SC clearance requirements on security personnel across the board. The sensitivity of the material, equipment, and activity present at defence sites makes this mandatory rather than discretionary. This extends to companies working under MOD contracts but operating from their own premises, particularly where those premises are designated as List X facilities.


List X (Defence Contractor) Sites

List X is a government designation applied to company premises approved to store, handle, or process SECRET material under MOD contract. Companies like BAE Systems, Babcock, Leonardo, Rolls-Royce Defence, and QinetiQ — and their supply chains — often operate from List X sites. Any security officer working on a List X site must hold SC clearance as a minimum. This applies to static guards, access control personnel, concierge security, and any role with physical access to the controlled areas of the site.


Critical National Infrastructure

Critical National Infrastructure encompasses thirteen sectors identified by the government as essential to national security, public safety, and economic stability. These include energy, water and wastewater, telecommunications, transport networks, and financial infrastructure. For CNI sites operating under classified threat assessments — typically informed by the National Protective Security Authority (NPSA) — SC or at minimum Counter Terrorist Check (CTC) clearance is required for security personnel. The specific level depends on the nature of the site and any contractual requirements from the relevant government department or regulator.


Nuclear Sites

The Office for Nuclear Regulation (ONR) applies strict personnel security requirements to nuclear licensed sites, including power stations, decommissioning facilities, and fuel cycle operations. SC clearance is standard for the majority of security roles at nuclear sites. For posts involving access to Category I nuclear material, Developed Vetting (DV) is required.


Government-Contracted Data Centres

Crown Hosting facilities and data centres contracted to government departments — particularly those processing SECRET data — require SC-cleared security throughout. This isn’t limited to large national facilities; any co-location or managed services environment holding government data under a classified contract may carry this requirement.


Courts, Justice Facilities and Diplomatic Premises

Crown Courts, High Court buildings, and Ministry of Justice facilities require SC clearance for security personnel in controlled or restricted areas. FCDO diplomatic premises — including embassies, high commissions, and consulates — similarly require SC-cleared security and front-of-house personnel.


Sensitive Research and Technology Facilities

Universities and research institutions operating under classified government contracts — common in defence, aerospace, and national security research — may require SC clearance for security staff, particularly where access to controlled research areas is involved. The Defence Science and Technology Laboratory (DSTL) and Atomic Weapons Establishment (AWE) are established examples.


Government-Contracted Construction Projects

This is an increasingly common requirement that many construction businesses are encountering for the first time. Public sector infrastructure projects — particularly those involving restricted zones, classified design information, or sensitive sites — are specifying SC cleared security in their tender documents. If your construction project has a government client or involves working on a site with existing security classifications, SC cleared guards may be a contractual requirement from day one.


A Note on CTC vs SC

Some environments require Counter Terrorist Check (CTC) rather than SC. CTC is a lower vetting level, used for roles involving proximity to senior public figures, access to high-value unclassified sites, or where the risk relates specifically to terrorism rather than espionage. If you’re unsure which level applies to your site or contract, your security provider should be able to advise based on your specific circumstances.
