Understanding Martyn’s Law – What It Means for Standard Premises

Martyn’s Law, named in honour of Martyn Hett, a victim of the 2017 Manchester Arena attack, is a forthcoming piece of UK legislation aimed at protecting the public in venues and spaces that are open and accessible.

Under the proposed law, standard premises—such as shops, cafes, community centres, places of worship, and small venues (with a capacity of 100 to 799 people)—will be required to:

  • ✅ Conduct a terrorism risk assessment
  • ✅ Provide basic training to staff
  • ✅ Establish and rehearse evacuation and emergency procedures
  • ✅ Nominate a responsible person to oversee compliance
  • ✅ Keep records of actions taken

This isn’t about creating fear—it’s about creating readiness.
Martyn’s Law encourages realistic, proportionate steps to help save lives and reduce harm in the unlikely event of an attack.
